Tinubu Submits ₦1.78 Trillion FCT Budget to Senate for 2025

President Bola Ahmed Tinubu has transmitted a ₦1.783 trillion statutory appropriation bill for the Federal Capital Territory (FCT) to the Senate for consideration and approval for the 2025 financial year.
In a formal letter to the upper legislative chamber on Wednesday, President Tinubu urged the Senate to grant the bill expedited consideration, stressing its importance in sustaining a service-oriented and effective administration for residents of the FCT.
In response, the Senate invoked Order 78 to fast-track the legislative process, allowing the bill to pass its second reading on the same day it was introduced.
However, the accelerated procedure drew objections from some quarters. Senator Abdul Ningi, a member of the opposition, raised procedural concerns under Order 77 (3 and 4), arguing that lawmakers had not received copies of the bill before the debate commenced.
Despite the pushback, the Senate proceeded to debate the general principles of the FCT Statutory Appropriation Bill for 2025.
Leading the debate, Senate Leader Opeyemi Bamidele explained that the bill seeks to authorize the issuance of ₦1.78 trillion from the FCT Administration’s Statutory Revenue Fund. The funds are earmarked for personnel, overhead, and capital expenditures from January 1 to December 31, 2025.
The budget allocation is as follows:
* ₦150.35 billion for personnel costs
* ₦343.78 billion for overhead
* ₦1.29 trillion for capital projects
Bamidele emphasized that the budget’s focus is on completing ongoing infrastructure projects, improving essential services, and ensuring the delivery of a resilient, people-centered administration in the FCT.
He added that while the 2025 budget prioritizes the continuation of existing projects, it also allows room for the introduction of strategic new developments aimed at enhancing public service delivery in Abuja.
