2025 Budget: Oborevwori presents N936 billion to Delta State Assembly
Delta State Governor, Rt. Hon. Sheriff Oborevwori, on Thursday presented a proposed budget of N936,078,818,719 for the 2025 fiscal year to the State House of Assembly. The budget, dubbed the "Budget of Fiscal Consolidation," is structured with N348,717,758,635 allocated for recurrent expenditure, representing 37.25% of the total budget, and N587,361,060,084 for capital expenditure, accounting for 62.75%.
PEBNEWS reports that Governor Oborevwori noted that the 2025 budget marks an increase of N211 billion, or 29%, over the N725 billion approved for the 2024 fiscal year. He attributed this rise to adjustments in the exchange rate, which have boosted Federal Allocation Accounts Allocation Committee (FAAC) allocations and other revenue sources. Additionally, he highlighted a significant improvement in the state’s internally generated revenues.
In his address, the Governor outlined key initiatives within the budget aimed at mitigating the economic challenges arising from the removal of fuel subsidies. These initiatives focus on expanding social protection programs, improving rural infrastructure, advancing agricultural and food security efforts, and supporting micro, small, and medium enterprises (MSMEs).
"The 2025 budget will prioritize the continued development of critical infrastructure, human capital growth, job creation, wealth generation, and poverty alleviation in our state," Governor Oborevwori said. He emphasized that the state government plans to achieve these goals through efficient resource management, with a focus on key sectors such as health, education, agriculture, water resources, the environment, housing, and empowerment programs for women and youth.
Key allocations in the 2025 budget include:
N230 billion for road infrastructure
N67.42 billion for education
N30.55 billion for health
N11.03 billion for water resources
N7 billion for agriculture
Governor Oborevwori appealed for the swift passage of the appropriation bill by the lawmakers to facilitate the timely implementation of these projects.
In his remarks, Speaker of the Delta State House of Assembly, Rt. Hon. Emomotimi Guwor, commended the Governor for his pragmatic leadership and for continuing and completing projects initiated by the previous administration. He also praised Governor Oborevwori's fiscal discipline, citing his record of returning over N500 million to the state’s coffers while serving as Speaker and saving more than N14 billion for local government councils.
The Speaker urged the Governor to institutionalize a pre-budget planning dialogue between the Executive and the Legislature to ensure better alignment of priorities with available resources. He also called on all Ministries, Departments, and Agencies (MDAs) to collaborate with the House committees during the budget defense process to ensure smooth and timely consideration of the budget.
The motion for the adoption of the 2025 budget was moved by the House Majority Leader, Hon. Emeka Nwaobi, and seconded by Hon. Marilyn Okowa-Daramola, representing Ika North East Constituency.
The budget presentation was witnessed by Deputy Governor Sir Monday Onyeme, as well as members of the Bayelsa State House of Assembly, led by Speaker Rt. Hon. Abraham Ngobere, among other dignitaries.
