The Delta State House of Assembly on Monday passed the 2026 Appropriation Bill totalling ₦1.729 trillion, following the third reading of the bill at plenary.

The approved budget is ₦65.6 billion higher than the ₦1.664 trillion proposal presented to the House about two weeks ago by Governor Rt. Hon. Sheriff Oborevwori.

A breakdown of the budget shows ₦500 billion allocated for recurrent expenditure, while ₦1.229 trillion was earmarked for capital projects.

The bill was passed after the presentation of the report of the House Committee on Finance and Appropriations by its Chairman, Hon. Marylin Okowa-Daramola (Ika North-East), during plenary presided over by the Speaker, Rt. Hon. Emomotimi Dennis Guwor (Warri South-West).

The motion for the third reading and passage of the bill was moved by the Leader of the House, Hon. Emeka Nwaobi (Aniocha North), seconded by the Deputy Speaker, Rt. Hon. Arthur Akpowowo (Ethiope East), and unanimously adopted by the House.

Addressing lawmakers after the passage, Speaker Guwor described the development as a landmark achievement and a reflection of the policy direction of the Oborevwori administration.

“Distinguished colleagues, with the third reading and final passage of the Delta State 2026 Appropriation Bill, we have successfully completed one of the most critical constitutional duties of this Honourable House as provided under Section 121 of the 1999 Constitution (as amended),” he said.

Guwor noted that the passage of the ₦1,729,881,208,776 budget underscored the strong partnership between the Legislature and the Executive.

“This is a clear testament to our shared vision and spirit of collaboration. It demonstrates our collective resolve to build a Delta State that is just, fair and equitable, where no one is left behind,” he added.

The Speaker said the House, through detailed deliberation and scrutiny, ensured that the ‘Budget of Accelerating the MORE Agenda’ remained people-centred and sustainable.

“We have provided the legislative framework that will empower His Excellency, the Governor, to effectively deliver on his policies and programmes in the 2026 fiscal year,” Guwor stated.

He commended Governor Oborevwori for his vision for the state’s development and praised lawmakers for their dedication.

“I deeply appreciate His Excellency, Rt. Hon. (Elder) Sheriff F.O. Oborevwori, for his vision of unparalleled development of Delta State. I also commend every member of this House for their professionalism and commitment to the service of Deltans. We worked with speed and thoroughness, and the result is a robust and forward-looking financial plan for 2026,” the Speaker said.
