Otuaro Expands Amnesty Scholarship, Targets More Niger Delta Students
The Administrator of the Presidential Amnesty Programme (PAP), Dr. Dennis Otuaro, has unveiled plans to expand the Amnesty Scholarship Scheme to accommodate more indigent students across the Niger Delta a move he says is aimed at deepening education and human capacity development in the region.
Speaking in London during an interactive session with PAP-sponsored students in various UK universities, Otuaro said the expansion aligns with President Bola Tinubu’s Renewed Hope Agenda, which places education and youth empowerment at the heart of national transformation.
“We want this scholarship programme to touch more lives and communities in the Niger Delta,” Otuaro declared. “That’s why we’ve expanded it to create more opportunities for education, growth, and empowerment.”
According to the PAP boss, the number of students benefiting from the in-country scholarship scheme rose from 3,800 in the 2024/2025 academic year to 3,900 in 2025/2026, while about 200 students were awarded foreign scholarships.
He attributed this progress to the unwavering support of President Tinubu and the National Security Adviser, Mallam Nuhu Ribadu, noting that their encouragement and trust have strengthened the Programme’s vision.
“Mr. President and the NSA are deeply impressed by the reforms we’re driving in the Amnesty Programme,” Otuaro said. “Their support has been phenomenal, and it motivates us to keep doing more.”
The meeting in London, convened at Otuaro’s instance, offered an avenue for scholars to discuss their welfare, academic progress, and challenges. He assured the students that the PAP remains committed to addressing their concerns and ensuring they excel academically.
Otuaro, however, charged the beneficiaries to justify the government’s investment by maintaining academic excellence and good conduct.
“You are ambassadors of Nigeria and of the Niger Delta,” he said. “Study hard, stay disciplined, and make us proud. Government is investing heavily in you so you owe it to your families, your communities, and your country to succeed.”
He emphasized that education remains a key pillar of sustainable peace and development in the region, adding that the Federal Government is determined to build a generation of skilled, self-reliant, and visionary Niger Deltans.
“The knowledge you acquire today will shape your future and empower your communities. Be agents of positive change,” he added.
Otuaro expressed appreciation to President Tinubu and NSA Nuhu Ribadu for their unwavering confidence in the Amnesty Programme, assuring that the current leadership is committed to turning education into a legacy of hope and transformation for the Niger Delta.
