Governor Oborevwori Urges Inclusive Security Strategy as NISS Participants Visit Delta

In a strong call for collective action, Delta State Governor, Rt. Hon. Sheriff Oborevwori, has advocated an all-inclusive approach to addressing the complex security challenges facing Nigeria. He emphasized that achieving sustainable peace requires collaboration between government and non-State actors.

Governor Oborevwori made this call while receiving participants of the Executive Intelligence Management Course (EIMC) 18, 2025, of the National Institute for Security Studies (NISS), Bwari, Abuja, who are currently on a study tour of Delta State. Represented by the Secretary to the State Government, Dr. Kingsley Emu, the Governor stressed that security must be treated as a shared responsibility.

“Incorporating communities and other non-State actors into our security framework is critical to building lasting peace,” Oborevwori stated. He noted that the Delta State government had proactively established a Peace Building Committee with representatives drawn from various local communities to provide early warning signals and de-escalate threats before they escalate.

Governor Oborevwori highlighted that this strategy has proven effective in reducing tensions and promoting communal harmony, pointing to the committee’s role in gathering grassroots intelligence and enhancing trust between communities and security agencies.

He commended the leadership of the NISS for selecting Delta State as one of the destinations for the national study tour, assuring them of the State Government’s full support during their stay.

In his remarks, the Director of the National Institute for Security Studies, Mr. Hyginnus Ngele, explained that Delta was chosen as a case study for its unique approaches to security governance. He said the insights gained during the tour would help shape national strategies for managing security and development.

Mr. Ngele added that the findings from the study would be compiled into a report and shared with relevant stakeholders, including the Delta State Government, as part of efforts to enhance policy development and implementation.
