Governor Oborevwori assents to Seven Transformative Bills, Unveils Ambitious Path for Delta’s Industrial future

In a bold move to accelerate industrial growth and improve the lives of citizens, Delta State Governor, Rt. Hon. Sheriff Oborevwori, on Thursday signed seven crucial bills into law—including the landmark Delta State Electricity Power Sector Bill, 2024*m, which he described as a “game changer” for the state’s economic development.

The governor’s assent marks a significant milestone in his administration’s MORE Agenda, aimed at advancing modernization, opportunities, reforms, and empowerment across Delta State.

Speaking during the signing ceremony at Government House, Asaba, Governor Oborevwori emphasized the strategic importance of the newly enacted Electricity Power Sector Law, describing it as a legal framework poised to attract major investments in power generation, transmission, and distribution.

"This law gives me immense joy to sign,” the governor said. “It paves the way for Delta to become an investment hub in the energy sector. You cannot talk about industrial growth without power, and today, we have set the stage for real progress.”

With the new law in place, the state is officially open to investors eager to tap into its energy potential, backed by a growing population and a now well-structured regulatory environment.

Among the other bills signed into law is the Child Rights (Amendment) Bill, 2024, which strengthens protections for children by outlawing child labor outside the family home and creating a dedicated Adoption Services Department under the Ministry of Women Affairs, Community and Social Development.

"Our children are our future, and they must be protected,” Governor Oborevwori declared. “This law provides new safeguards and addresses the challenges faced by adopting parents.”

Other bills assented to include:
- Delta State Physical and Regional Planning Bill, 2024
- Delta State Film and Video Censor’s Board Bill, 2024
- Registration and Regulation of Private Veterinary Clinics (Amendment) Law, 2024
- Delta State Pet Control and Responsible Ownership Bill, 2024
- Delta State College of Health Technology, Ovrode Bill, 2024

These laws, the governor noted, will enhance urban development, safeguard public health, protect animals, support creative industries, and expand access to healthcare education—while boosting the state’s internally generated revenue (IGR).

Governor Oborevwori urged all stakeholders—ministries, departments, and agencies—to work together to ensure the effective and efficient implementation of these laws for the benefit of all Deltans.

"These laws were made with the people in mind. They are designed to promote equity, safety, investment, and prosperity. But our work does not end with signing them; we must now bring them to life.”

Earlier, the Speaker of the Delta State House of Assembly, Rt. Hon. Emomotimi Guwor, lauded the governor’s developmental strides and affirmed that each of the bills underwent public scrutiny through memoranda and hearings before passage.

"Deltans are seeing real value for their resources. These laws are rooted in public participation and designed to address current realities,” the Speaker said.

With this legislative leap, the Oborevwori administration signals its intent not just to govern, but to transform, ensuring Delta State remains on course for inclusive and sustainable development.
